Introduction

Despite some shortcomings, Antigua and Barbuda has a relatively robust law. The law is broad in scope and has an exceptions regime that, for the most part, reflects international standards. Additionally, the law provides for strong promotional measures and establishes an independent oversight body that is empowered to issue binding decisions. Some weaknesses include vague requesting procedures and rules on access fees, and the fact that not all of the exceptions are harm tested.
